Foreword

In 2019, the Department of Agriculture (DA)-Bureau of Agriculture and Fisheries

Standards (BAFS) adopted the Codex Standard CXC 52-2003 (Code of Practice for

Fish and Fishery Products, Section 8 [Processing of fresh and quick frozen raw

scallop products]) The PNS/BAFS 279:2019 (Code of Practice for Fresh and Quick

Frozen Raw Scallop Products) applies to scallop products defined in the PNS/BAFS

240:2018.

In 2024, the DA-BAFS, conducted a Table Review of various PNS related to

Molluscs. It aimed to re-evaluate and validate if the provisions of the aged PNS

related to molluscs (i.e., at least five years since its approval) are still relevant and

effective to the current regulatory and market requirements. The Table Review

verified if the standards pose significant health risks to consumers and may be

potential barriers to trade. Based on the Table Review, the Technical Working Group

(TWG) deemed it necessary to revise the PNS given the significant updates in specific

provisions.

The TWG which revised the PNS was created through Special Order (SO) No.305,

series of 2024 (Creation of the Technical Working Groups [TWG] and Project

Management Team [PMT] for the Development of the Philippine National Standards

[PNS] for Agricultural and Fishery Products and Machinery). The TWG was

composed of representatives from the relevant government agencies,

academe/research institution, private sector organizations, and Civil Society

Organization (CSO). The draft PNS underwent a series of TWG meetings, writeshops

and stakeholder consultations conducted via online platforms before its endorsement

to the DA Secretary for approval.

This Standard includes the following significant changes compared to the previous

version:

a) Inclusion of fresh chilled and fresh frozen product forms in the scope;

b) Updating of Normative References and Terms and Definitions;

c) Inclusion of metal detection; and

d) Updating of clause titles other references

This document cancels and replaces PNS/BAFS 279:2019 which have been

technically revised. This document was drafted with the editorial rules of the BAFS

Standards Development Division Standardization Guide No.1: Writing the Philippine

National Standards.
