Habitation plan means:

Habitation plan is a comprehensive education development plan and prepared for education development of Habitation and it is a comprehensive plan for all school age children education development

within the habitation.

Who can prepare the plan?

o Habitation School Head Master will prepare Habitation Education Plan with support of School Management Committee / Parent Committee.

o If habitation has morethan 1 schools, then Mandal Educational Officer will choose one Head Master for preparing habitation education plan.

o First Assess the “Habitation level Education Status”.

o Habitation level Education Status and School Development Plans to be discussed in Grama Sabhas and Habitation plan in the form resolution of grama sabhas.

o All Schools in the habitation must prepare School Development plans.

o School Development Can prepare by concern school head master.

o Habitation Education plan instructions & guidelines are enclosed in the annexure.

RTE ACT 2009 – Andhra Pradesh

Government of India have enacted Right of Children to Free and Compulsory Education (RTE) with a view to provide free and compulsory education to all the children in the age group of 6-14 years till the

completion of elementary education. Govt. of Andhra Pradesh was formulated RTE Rules on April 10, 2010 and implementing RTE Act in the State

As part of implementation of RTE Act, the govt. activities hereunder:

1) As per norms, identified habitation having school facilities.

2) As per RTE entitlements, Govt is providing 2 pairs of Free Uniform distributing to government school students, who are studying class 1st to 8th class.

3) To mainstream the OoSC children, running special training centers to OoSC after that the children will be mainstreamed to age appropriate classes in school.

4) As per RTE act, giving training to School Management Committees / Parent Committes, representatives of local body institutions.

5) As per RTE 2009, Teachers Rationalization conduting regularly to maintain Teacher pupil ratio in schools.

6) With the support State information & braodcasting department, give vide publicity on the RTE act 2009.

7) Necessary steps taken to implement 8 years elementary cycle.

8) To receive suggestion on implementation of Rte act, to register complaints on RTE act a Toll free number (1800 4258 599) established.

Eventhogh Government is taking various steps to implement RTE act in the state still facing some hurdles. Community support required, while implementing the RTE. Hence, Community, School management

committee/Parent committees, Local body institutions representatives regularly review the RTE act in their Habitations and give their support.

Annexure

 The Habitation Education plan consists of 3 chapters. These Habiatation Education Plan chapters prepared after consolidation of all schools development plans of Habitation.

 Each Habitation (including School less habitations) must prepare separate Habitation education plans.

 Each Habitation must prepare habitation education plan and submit it to Mandal Education officer, after that MEO will prepare mandal education plan. Once Mandal Education Plan prepared, MEO will return the

habitation education plans to respective habitation. Every month SMC/Parent Committee will review the plan implementation in the habitaion.

 If any habitation having morethan 2 schools, MEO to choose one HM from the schools, he/she will prepare habitation education plan.

 During the preparation of Habitation plans, HM needs to collect 6-19 years age total children, out of school children details from various schools in the catchment area.

 During Grama Sabha all Schools HMs, Teachers must participate and present their student learning levels of their schools. Also, explain RTE Act implementation in their schools.

 As per the instructions of MEO HM has to prepare School less habitation (as per RTE Norms) Education Plan.

 After Grama Sabha Resolution Head master and Grama Sarpanch has to sign in the plan on chapter 3.

Habitation Education Plan Committee: Write the name, address of committee members and the members must sign on the plan copy.

Chapter - 1

Chapter – 1 consists of General information including population, literacy, education facilities, children particulars (Tables 1 to 11) to be filled.

Chapter - 2

Chapter – 2 consists of Habitation Education Facilities, Children details who need Transport Allowance, School Age children, Student Enrolled in the school, Out of School Children, Names of OoSC CWSN

children, Students progress and presious year activities & progress from Table 2.1 to 2.12 to be filled.

Escort Allowance to the CWSN Children: Escort allowance Rs. 300/- per month provided to the CWSN child, Who are residing in the village and they are unable to attend the school

without others support.. Chapter - 3

This chapter consisting of discussion points, which are to be discussed in grama sabha. The discussion points consolidated information placed in front of Grama Sabha and discuss it in detail, record the

resolutions issue wise.

 Chapter 3, first item: Steps needs to be taken on School less habitations to establish new school for providing education facilities in the habitation. If any habitation is not viable for establishing new school, in

such cases possiblities will be discussed in grama sabha on alternatives viz., Transport allowance, Residential School, KGBV and record the resolutions.

 Chapter 3, second item: Strategies to enrol the “Out of School Children”. The details mentioned below:

1. 6 – 19 years: Direct enrolment in the school / neighbourhood habitation school.

2. 9 – 15 years: Propose NRST If any habitation having morethan 10 OoSC children, propose RSTC If any habitation having lessthan 10 OoSC children.

3. 16 – 19 years: If habitation having never enrolled and long-dropouts, then submit the proposals to APOS/NIOS.
