Distinguishing Features of VJork
An employee in this class is responsible for organising job placement
activities at a local exchange or a foreign service post and/or conducting
placement surveys and programmes in specific areas. V^ork Includes organising

officers engaged in placement activities including job interviewing and
counselling; investigating requests for the recruitment of non-nationals
establishing and conducting training in employment, counselling and placement
activities. The employee exercises some degree of independent judgement
within the framework of departmental policies, but work is reviewed by a superior
officer for efficiency and adherence to these policies through reports and
discussions.
Examples of Work
Organises and supervises the work of a group of technical and clerical
workers engaged in job placement and counselling activities at a local exchange.
Advises the competent authority on the need for recruitment of non
nationals on request and investigates and monitors understudy arrangements for
training of local counterparts in rejpect of the work permits programme.
Supervises on the job training of exchange personnel and
scheduling and conducting formal staff training programmes.
Devises exchange operations and makes recommendations for improved
efficiency to meet current and projected needs.
Establishes and maintains liaison with employers and institutions
engaged and interested in job placement and counselling and ensures the proper
dissemination of information pertaining to employment activities.
Represents the agency at community programmes and discussions.
Ensures the preparation and maintenance of comprehensive reports and
including labour market and occupational information.

Required Knowledges Skills and Abilities
Considerable knowledge of employment placement methods and of the
techniques of interviewing and job counselling.

Considerable knowledge of the sources of labour market information.
Knowledge of the principles of administration.
Ability to organise and supervise the work of a moderate sized group
of technical and clerical workers engaged in job placement and counselling.
Ability to review operations of an Employment Exchange and suggest
improved methods.
Ability to collect, collate and review labour market and occupational
data.

Ability to plan and execute on the job training programmes.
Ability to prepare clear and concise reports and to express ideas
clearly and effectively both orally and in writing.
Ability to establish and maintain effective working relationships
with fellow employees, memners of the public, employers and other agencies
interested in the job placement function.
Minimum Experience and Training
Considerable experience in the field of job placement and counselling
as may have been gained in the next lower class and training as evidenced
by the General Certificate of Education, Ordinary Level with passes in five
subjects including English Language supplemented by a Diploma or an In-service
Training Course in Job Placement or a related field; or any equivalent
combination of experience and training.
